Eagle Lake Management District: Eagle Lake Restoration Treatment & Evaluation Project: The Eagle Lake Management District will continue their 6 year aquatic chemical treatment plan as a part of the restoration project started in 2007. The goal of the plan is to greatly reduce the frequency of occurrence of Eurasian water milfoil, an established aquatic invasive plant and to eliminate Curly Leaf Pondweed. Chemical treatment will take place in late April or early May of 2010, 2011 and 2012. Point intercept plant surveys (following the established WDNR Hauxwell protocols) will be conducted both pre and post chemical treatment each year. Water quality monitoring, native plantings, Clean Boats, Clean Waters, educational mailings and meetings and clean up kiosk stations will also be part of the project. Chemical treatment areas will be determined each year based on the previous year\2019s plant surveys. The project deliverable is a report that includes 1) all raw plant survey data; 2) maps of proposed and actual treatment areas each year; 3) density/distribution maps for EWM, CLP and the top five native plants found each year in the plant surveys; 4) statistical analysis of the plant survey data each year and a comparison between years, to include frequency of occurrence, actual density, relative density, etc as described in the Hauxwell protocol; 5) a written assessment of the success of the chemical treatment plan implementation; 6) a written assessment of the shifts in the plant community over the three years of the project; 7) recommendations for future management; 8) entry of all watercraft inspection data into the statewide database (SWIMS); 9) a short report summarizing the 2010, 2011 and 2012 CBCW inspection program (how many boats inspected, any difficulties encountered, how many hours worked and a log of the dates/times worked); 10) summary and analysis of the water quality data; 11) a description of the native plantings project and 12) success/shortcomings of the kiosk program.

Eagle Lake Management District: Eagle Lake Ais Control Project 2016: The Eagle Lake Management District is sponsoring a project to conduct and evaluate a whole lake Eurasian Water Milfoil (EWM) treatment on Eagle Lake.

Project final deliverables: results of 2 point intercept (P/I) plant surveys; brief summary of the chemical treatment, results of general survey, final report evaluating the effectiveness of the treatment; copies of permits, and entering all data into SWIMS.

Specific project activities: 1)Conduct a whole lake EWM treatment in spring 2016; 2)Conduct a full P/I plant survey in the summer of 2016; 3)Conduct a full P/I plant survey in the summer of 2017; 4)Conduct a general survey in the fall of 2016; 5)Generate a final report.

Special Conditions: 1)All data shall be entered into the SWIMS database; 2) Volunteer lists, equipment use lists and signatures shall be maintained for reporting in kind volunteer labor and equipment. 3) Final report to include distribution and density maps for Eurasian water milfoil, curly leaf pondweed, sago pondweed, chara and other species found with at least 20% frequency of occurrence for each of the 2 years of plant survey data. 4) Final report to also include a table listing the species found in the lake in all years surveyed, including historical data, the frequency of occurrence and the relative density. 5) Final report evaluates the effectiveness of the treatment.

Waterford Waterway Management District: Ais Control: For 2014-2016, the Waterford Waterway Mgt. District will conduct pre-treatment aquatic plant point intercept (PI) surveys, herbicide treating targeting Eurasian water-milfoil (EWM) & curly-leaf pondweed (CLP), post-treatment aquatic plant PI surveys and reports and Clean Boats Clean Waters (CBCW) boat landing staffing. Boat trailer cleaning equipment and signage will be updated at boat landings. In addition, the District will hand harvest areas of AIS growth. They will also build and install duck nest boxes. Deliverables will include maps and data sheets from pre and post treatment PI surveys and an annual report summarizing treatment and vegetation response.

Wind Lake Management District: Wind Lake Starry Stonewort Control Project: The Wind Lake Management District is sponsoring a project to control starry stonewort in Wind Lake. Project activities include: 1) two whole lake treatments for starry stonewort in 2018 ; 2) collection of residual monitoring samples (partnership between the WLMD and WDNR); 3) a plant biomass study before the treatments and after the two treatments are completed; and 4) data analysis and report writing utilizing data collected during the field season.

Project deliverables include: a final report that includes 1) maps of treated areas, 2) plant distribution maps; 3) tables showing frequency of occurrence and relative densities of plants found in the WDNR point intercept plant surveys; 4) results of the residual monitoring; 5) results of the biomass study; 5) electronic copies of treatment records.

Specific project conditions: A draft copy of the final report will be provided to the WDNR for review before the report is finalized. WDNR will be provided electronic and hard copies of data and reports/plans generated as a result of this project.

The project deliverable will be a report containing the results of the P/I survey (raw data, distribution/density maps of Starry Stonewort, EWM, CLP and the top 7 native plants in terms of frequency of occurrence), results of the boat trailer survey by CBCW inspectors and CBCW data. Lake Denoon Lake District: Lake Denoon Starry Stonewort Rapid Response Project: Lake Denoon Lake District (LDLD) is sponsoring an Early Detection and Response grant project for Starry Stonewort (SSW) (Nitellopsis obtusa \2013 NR40 prohibited species) evaluation and containment/prevention, in response to the 2022 discovery of SSW in Lake Denoon.

Final deliverables: 1) Installation documentation for informational buoy and 2x AIS removal stations; 2) Sub-PI and PI survey information (data spreadsheets, reports and/or maps); 3) Documentation of SSW hand removal and native plant restoration activities, if pursued; 4) Summary of education/outreach to LDLD members.

Project activities: 1) Education/outreach to LDLD members; 2) Place informational buoy at location of the SSW finding; 3) Installation of 2x AIS removal stations at Lake Denoon launches; 4) Two sub-PI surveys conducted in the summer of 2023 (performed by Waukesha County with assistance from DNR); 5) Full PI surveys completed in August 2023 and 2025 (performed by contracted consultant); 6) Potential diver-assisted hand pulling of SSW; 7) Potential native plant restoration.

The project deliverable will be a report containing the results of each hand pulling event; results of each DASH event, results of any chemical treatments, a summary of the Clean Boats, Clean Waters accomplishments, all raw data from plant surveys and maps from each of the plant surveys. All Clean Boats, Clean Waters data must be entered in the statewide SWIMS database.

The purpose of the project is to expose Starry Stonewort rhizoids and bulbils to freezing and drying conditions, in an attempt to kill the Starry Stonewort and achieve a significant control of the population. Project deliverables include weekly drawdown reports with photo essays, copies of informational handouts (such as website snapshots, newspaper articles, special mailings, newsletters, etc), pictures of informational signs about the drawdown, drone pictures and drone video (if available). All project deliverables can be provided in electronic format.

Long Lake Protection District: Identification And Suppression Of Ssw On Long Lake: The Long Lake Protection District, in partnership with a consultant and the Wisconsin Department of Natural Resources, will undertake a rapid response project on Long Lake to control and prevent the spread of Starry Stonewort, listed in NR 40 as a prohibited species. The project will include hand pulling, a point intercept plant survey, mapping of Starry Stonewort beds and experimental chemical treatments. Project deliverables: long term management plan; summary of the 2016 hand pulling efforts; summary of the 2016 chemical treatment efforts, 2016 starry stonewort distribution maps; 2016 plant height data; final report evaluating the effectiveness of hand pulling and chemical treatment, copies of permits, and data entry into SWIMS.

The consultant will follow the methodology for the plant survey as outlined in the grant application narrative. The project deliverable for this grant will be submittal of two paper copies and one electronic copy (on a CD-ROM) of the final report to the WDNR. The final report will contain the following elements: 1) Results from the plant survey; 2) Maps of plant beds, lake morphology and ecologically important areas; 3) plant list; 4) Plant management goals, objectives, alternatives and management recommendations; and 5) GPS transect data.

Waterford Waterway Management District: Invasive Species In Waterford-Tichigan: The WWMD will undertake both a Lake Education Project and an Aquatic Nuisance Species Control Program. The WWMD will purchase exotics species literature for distribution at educational meetings, pontoon classroom days, and area libraries and for mailings to households in the WWMD. The WWMD will also sponsor loosestrife eradication pilot projects and conduct a survey for purple and yellow loosestrife (following protocols established by the Wisconsin Wetlands Association). Project deliverables include: 1) a report on the results of a purple and yellow loosestrife survey; 2) a report on the beetle pilot project and the eradication pilot project; 3) copies of all agendas an/or advertisements for each educational meeting; and 4) a short report recording the education mailings and literature distribution.

Wind Lake Management District: Hydrilla Workshop Wind Lake: The Wind Lake Management District will hold an educational workshop focusing on Hydrilla in February 2008. This workshop will 1) Create awareness of the impact and biology of Hydrilla; 2) Review necessary response strategies of infestation; 3) Determine the legal basis for a specific response strategy; and 4) Identify other potentially invasive species that threaten Wisconsin's waters. Project deliverables include 1) Compilation of information on future management of invasive species; 2) Publication of a fact sheet or informational card with identification of Hydrilla; and 3) A copy of the conference advertising flyer and conference agenda. The grant will pay for publications, facility cost and speaker costs.

Develop Multiple Tmdls For The Kinnickinnic River Watershed: The Milwaukee Metropolitan Sewerage District proposes to develop third-party pathogen, phosphorus, and sediment TMDLs for the Kinnickinnic River Watershed in Southeastern Wisconsin. Additionally, Cladophora algae blooms and increased beach closings have been shown to have a direct relationship to polluted stormwater runoff. The TMDLs will result in pollutant load and wasteload allocations that must be met to meet water quality standards and targets and in implementation plans that will identify the steps needed to achieve the load and wasteload allocations.

City Of Delafield: Hlk-Graham Street & Misc Private Property Hl Bmps: The City of Delafield will implement best practices described in Wisconsin\2019s 2014-2017 Healthy Lakes Implementation Plan on Nagawicka Lake. Practices include: 350 ft2 native plantings, rain gardens, and diversion practices on 3 properties, including the City\2019s Graham Street demonstration site.
The best practices require a contract to remain in effect for 10 years and must include minimum operation and maintenance requirements and data collection as described in grant condition #17. If best practice(s) are implemented on land owned by the grant Sponsor, this Lake Protection Grant Agreement serves as the contract. If best practice(s) are implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner that abides by grant condition #16 is required.
The Department may require re-payment of project installation costs if the best practice is disturbed or removed. The Sponsor and/or the Department may perform site inspections and/or monitoring to ensure project success.
Deliverables: Best practice location and design information, if not included in the application; signed 10-year landowner contract; pre and post project installation photographs; summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.
Special conditions: The state share of each best practice cannot exceed $1,000. The state share of grant administration and technical assistance costs may not exceed 10% of the grant award; technical assistance does not include implementation labor. Funding cannot be used for mitigation or regulatory compliance activities. Water regulation and/or county zoning permits must be issued before construction. The Healthy Lakes logo should be used for promotion and publicity, and DNR recognized as a funding source.

Big Muskego/Bass Bay P & R District: Lmi-Df-Lake Drawdown Diagnostic Feasibility Study: The Big Muskego/Bass Bay Protection and Rehabilitation District proposes to conduct an extensive water quality and aquatic plant diagnostic feasibility examination of the proposed drawdown and fish eradication at Big Muskego Lake. Project activities include determining rates of nitrogen and phosphorous release from sediments, analyzing sediment cores to determine moisture content, density, organic matter, total sediment nitrogen and phohphorous, porewater nitrogen and phosphorous, extractable phosphorous, and exchangeable sediment nitrogen, and evaluating changes in the distribution, abundance, and species composistion of aquatic macrophytes from aerial photography and field survey work before and after drawdown. This agreement covers the costs of the activities listed in the application as scheduled to be performed during 1995. The US Army Corps of Engineers will provide 50% cost share assistance in match to finance the study.

Delavan Lake Sd: Lmi-Permeable Paver Roadway - Delavan Lake Association, Inc.: The Delavan Lake Sanitary District will partner with the Assembly Park subdivision to facilitate the installation of 243,000 square feet of permeable pavers for a 25.4 acre subdivision. Approximately 5 acres of local paved roads will be removed and replaced with permeable pavers. Assembly Park will enter into a 10 year maintenance agreement with the Delavan Lake Sanitary District to retain the pavers. The project deliverables include a narrative detailing the installation of the pavers and a photo essay documenting each step of the construction project.

Delavan Lake Sd: Acq-Brown'S Channel Watershed Land Acquisition #1: The Delavan Lake Sanitary District (DLSD) will use this grant to pay for part of the purchase of 18 lots along Browns Channel, part of Delavan Lake, located in the Town of Delavan. The project includes the Brown parcel (1.38 acres) and the Odling Parcel (0.30 acre), zoned Lowland Conservation District (C4). The parcel borders other DLSD lands under protection.

The DLSD will manage two invasive species, buckthorn and bush honeysuckle and other woody vegetation through yearly removal or cutting, with the goal of removing 80% within three years of property purchase. Native species will be planted in areas that non- native species are removed. Bank stabilization and stream channel habitat improvement projects will also take place.

All maintenance and improvement activities will be the responsibility of the DLSD in accordance with the Land Management Plan, dated January 22nd, 2015.

The project deliverable is the completed land purchase of 1.68 acres of land (the Brown and Odling parcels) in South Shore Manor 1st Addition.

Town Of Delavan: Lmi - Delavan Town Park Bmp Project: The Town of Delavan is sponsoring a project to install Best Management Practices along an unnamed tributary to Delavan Lake that terminates in the Town Park.

Project final deliverables include: a copy of the final plans and specifications and a photo essay showing before and after pictures of each BMP element.
Specific project activities include: 1) development of design and final plans for the project; 2) installation of approximately 10 BMP elements along the unnamed tributary to Delavan Lake.

Special Conditions: 1) All data shall be entered into the SWIMS database; 2) Volunteer lists, equipment use lists and signatures shall be maintained for reporting in kind volunteer labor and equipment.

This scope summarizes the project detail provided in the application and does not negate tasks/deliverables described therein. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the Department in a format specified by the regional Lake Biologist.

The Grantee should provide the DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. DNR to receive both paper and electronic .pdf copies of the final report along with, or prior to submission of grantee's final payment request.

Eagle Lake Property Owners Improvement Assoc: Res-Eagle Lake Watershed Improvement Project: The Eagle Lake Property Owners Improvement Association is undertaking a project to educate land owners of both lakeshore and streamshore properties of the benefits of shoreland restoration. The major goal of the project will be to install buffer strips along all of the tributaries to the lake and to install buffer strips along various portions of the lake shore. The buffer strips will be installed using native grasses, shrubs, trees, biologs and biomats(coconut fiber). A drain tile pollution study will be conducted to identify any sources of high nutrient loading.

Project products will be the following: Deed restrictions on all buffer installations with a minimum 10 year deed restriction on each parcel listed, buffer installations documented with photographs, a copy of the results of the drain tile pollution study, newletters to residents, and a press release to the public.

Scope change:(7-20-04) The monies designated for streambank stabilization and hight residue management and nutrient plans for the streambank will be all transfered for educational activities. These activities consist of shoreline restoration/naturalization projects on Eagle Lake.

Eagle Lake Management District: Lmi-Eagle Lake Restoration: The Eagle Lake Management District will undertake a whole lake restoration project in cooperation with the DNR, Racine County, the Town of Dover and the Army Corps of Engineers (ACOE). The goals of the restoration include a balanced fishery, improved water quality, reduced nuisance levels of Eurasian water milfoil and restoration of native aquatic plant species.

Project deliverables include 1) annual reports for 2006, 2007, 2008 and 2009; 2) a final report. The annual reports will contain a summary of yearly management activities, results of the water quality monitoring, and results of the aquatic plant survey. The final report will include 1) the watershed assessment; 2) maps of the lake both pre and post treatment with depth, plant height and effectiveness of chemical treatment; 3) copies of educational mailings; 4) copies of minutes from project team meetings and 5) raw data from plant surveys.

Two paper copies and one electronic copy of each annual report as well as the final report will be provided to the department.

Eagle Lake Property Owners Improvement Assoc: Hlk - Eagle Lake Healthy Lakes Project: Partnering with property owners, Eagle Lake Improvement Association is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes & Rivers Action Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to program fact sheets, technical guidance and the grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: a project summary including data requirements, pre/post photographs, and confirmation of completed design work and landowner contracts. A Healthy Lakes Example Report is available to assist you.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. The Healthy Lakes logo should be used for promotion and publicity and DNR recognized as a funding source.

The Department of Natural Resources will be provided with both a paper copy and an electronic copy of the final report.

Geneva Lake Environmental Agency: Lmi-Fd-Lake Geneva Diagnostic Feasibility Study: The Geneva Lake Environmental Agency proposes to conduct a diagnostic feasibility study for Lake Geneva in Walworth County. Project activities include 1) 3 year water quality monitoring program, 2) lake sediment core collection and analysis, 3) evaluation of the hydrological regime of and pollutant loading potential of selected streams draining into the lake, 4) quantification and assessment of the quality and status of biological communities in the lake, 5) public information and issues surveys, and 6) preparation and refinement of comprehensive watershed and lake management plans for the lake. This grant covers the first year of project costs.

City Of Lake Geneva: Lmi-Stormwater Management Study Implementation-Geneva: The City of Lake Geneva will implement a stormwater management plan. As part of this stormwater management plan implementation, the city will construct 2 strormwater detention ponds with LPT program funding.

Waukesha County Land Conservancy: Acq-Wilson Parcel - Lily Lake: The Waukesha Land Conservancy wishes to purchase 60 acres of land in the SW corner of Waukesha County. Two lakes (Henrietta and Waterville) lie within 750 feet of the property and the parcel contains a 3.2 acre lake, named Lily Lake. The property is also adjacent to Scuppernong Creek. The parcel contains deep marsh, a bog and sedge meadow and is listed as Class 1 Wildlife Habitat. The Waukesha Land Conservancy will provide an area for canoe access and parking. The parcel is listed as a NA-2 by SEWRPC. The landowner is donating $55,000 of value and accepting an offer less than the certified value.
AMENDMENT: The Waukesha Land Conservancy will purchase a total of 60.68 acres, and the project also includes a 40 foot-wide easement and 35 foot-wide building setback extending around the edge of the property acquired and the eastern edge of the wetland complex for the purpose of protecting the wetland and the lake (see project file for legal description).

Walworth County: Acq-Honey Lake Land Acquisition - Lin Property: Walworth County will acquire approximately 123 acres of land to preserve and enhance the water quality of the downstream lake, Honey Lake. The goals of the property's management plan are to permanently preserve and protect the diversity and uniqueness of the existing land covering the Sugar Creek floodlands and shorelines, various wetland plan communities, uplands, and open field grasslands and to provide passive recreational opportunities such as hiking, natura study, and cross country skiing.

Lac La Belle Environmental Foundation: Acq-Lac La Belle Saeger Creek- Kolesar Acquisition: The Lac La Belle Environmental Foundation will acquire one acre of land on Lake Lac La Belle in Waukesha County for the protection and improvement of the water quality of the lake.

Village Of Lac La Belle: Acq- Canceled Lac La Belle Stream Corridor Easement: The Village of Lac La Belle will purchase conservation easements on three Alan Runyard properties in an effort to reduce sediment and phosphorus that flow into Lac La Belle through the Golf Course Stream on the north side of the lake by implementation of best management practices. BMPs include buffer strips planted with native vegetation, clearing of invasive species, and stream bank stabilization. Two properties will have a 75\2019 conservation easement on the east side of the property, along the west bank of the Golf Course Stream. A third conservation easement will be for the construction of a 2.2 acre water quality basin that will intercept runoff and allow pollutants to be removed through settling.

The conservation easements will be held in perpetuity by the Village of Lac La Belle, the grant application sponsor.

The site will be maintained by the easement holder (Village of Lac La Belle) or its designee. Public access is not part of the easement agreement, but as the easement holder, the Village will have the right to enter, construct, install, inspect, operate, maintain, replace and repair landscape and drainage features or improvements within the easement area. The Village will also retain the right to add or remove soils and/or vegetation within the easement.

Special conditions for submittal of recorded easement, canceled checks for purchase of easement and other eligible associated acquisition costs, and other documents will be detailed in the grant contract. Little Muskego Lake P & R District: Acq-Little Muskego Lake Land Acquisition - Bohn Property: The Little Muskego Lake P & R District will acquire 8.8 acres located in the SW 1/4 of Section 33 in the City of New Berlin, as part of the Little Muskego Lake Community's plan to purchase, reclaim, restore and preserve approximately 12 miles of stream corridor tributary to Little Muskego Lake. The property includes a segment of Calhoun Creek, wooded floodplain, wetlands, and uplands. Long term goals for this property include maintaining it in its present natural condition. Activities that will be considered for implementation per the property's land management plan include establishment of a prairie on the uplands, construction and placement of wood duck houses, developing a fish habitat improvement plan, and planning and construction of a stable formal trail system within the parcel.

Little Muskego Lake P & R District: Acq-Little Muskego Lake P & Rd - Rathke Acquisition: The Little Muskego Lake Protection and Rehabilitation District will acquire 20.57 acres in Waukesha County.The property contains an intermittent stream and wetlands including an emergent wet meadow with thick stand of cattails. Educational benefits of this property will include a formal trail system and educational study station.

City Of Muskego: Res-Little Muskego- Holz Island Restoration: The City of Muskego will install a number of shoreline restoration best management practices on Holz Island, located on Little Muskego Lake. These include vegetated rip rap, coconut logs, tree drops, emergent shoreline plantings and prairie plantings. Existing invasive plant species on the island will be cleared and eradicated to the extent possible. Quantities, lengths and methods have been outlined in the grant application. The project deliverables include implementation of the grant application as well as a short report detailing accomplishments, hours spent, materials placed and a picture essay. The picture essay should include before, during and after pictures. Two paper and one electronic copy of the report should be submitted.

The closing statement and recording of grant agreement will have to be finalized before issuing payment of grant amount.

The approximately 7 acre wetland property will be restored where necessary. Approximately half of the wetland property needs enhancement. Invasive species will be removed. The site will be prepared and planted with native wetland plants. The project deliverable will be a short report detailing the restoration methods used. The report should contain a few before/after pictures. Department staff will tour the completed restoration site before closing the grant and issuing the final grant payment.

City Of Delafield: Acq-Nagawicka Lake-St. Johns Park Acquisition: The City of Delafield will acquire approximately .61 acres of land on the western border of Nagawicka Lake for lake protection and public outdoor recreation purposes. Eligible costs include acquisition of the parcel, appraisal fee and preparation of an environmental assessment

Waukesha County Land Conservancy: Acq-Nagawicka Lake Land Acquisition-R&M Investments Property: The Waukesha Land Conservancy proposes to acquire 12.4 acres of land, including 411 feet of shoreline, situated on nagawicka Lake in the Village of Nashota, WUkesha County for lake protection purposes. The property includes approxi 5 acres of upland and 7 acres of wetland that is part of a larger Tamarack Bog. The primary goals of the property's land management plan are to maintain and enhance the natural state of the property, to control non-native and non-bog species, and to allow public access for recreational uses such as hiking, nature appreciation, and for educational purposes.

Waukesha County Land Conservancy: Acq-Nagawicka Lake Bog - Parcel 3 Acquisition: The Waukesha Land Conservancy will acquire 2.85 acres of land on Nagawicka Lake for lake protection purposes.

City Of Delafield: Lmi-Df-Diagnostic Feasibility Study For Nagawicka: Diagnostic and feasibility study for Nagawicka Lake to improve and enhance the water quality of the Lake. There will be a final design for the wet detention basins based on the preferred design alternatives selected by the City of Delafield and the DNR. There will be at least 6 formal meetings or presentations in addition to the public information meetings anticipated. The details for the study and final design are described in the project description.

The DNR will be provided with both a paper copy and an electronic copy of the final report. Information will be disseminated to the public as described in the grant application.

City Of Delafield: Hlk-Graham Street & Misc Private Property Hl Bmps: The City of Delafield will implement best practices described in Wisconsin\2019s 2014-2017 Healthy Lakes Implementation Plan on Nagawicka Lake. Practices include: 350 ft2 native plantings, rain gardens, and diversion practices on 3 properties, including the City\2019s Graham Street demonstration site.
The best practices require a contract to remain in effect for 10 years and must include minimum operation and maintenance requirements and data collection as described in grant condition #17. If best practice(s) are implemented on land owned by the grant Sponsor, this Lake Protection Grant Agreement serves as the contract. If best practice(s) are implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner that abides by grant condition #16 is required.
The Department may require re-payment of project installation costs if the best practice is disturbed or removed. The Sponsor and/or the Department may perform site inspections and/or monitoring to ensure project success.
Deliverables: Best practice location and design information, if not included in the application; signed 10-year landowner contract; pre and post project installation photographs; summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.
Special conditions: The state share of each best practice cannot exceed $1,000. The state share of grant administration and technical assistance costs may not exceed 10% of the grant award; technical assistance does not include implementation labor. Funding cannot be used for mitigation or regulatory compliance activities. Water regulation and/or county zoning permits must be issued before construction. The Healthy Lakes logo should be used for promotion and publicity, and DNR recognized as a funding source.

Waukesha County: Acq-Pewaukee Lake Ryan Park Acquisition - Glass Property: The Waukesha County Park and Planning Commission will acquire 86.6 acres of land for lake protection. The preservation of this parcel for open space and passive park use. Eligible costs include acquisition of the parcel, appraisal fee and preparation of an environmental assessment.

Lake Pewaukee Sanitary District: Acq-Land Acquisition For Gluth Property: The Pewaukee Lake Sanitary District (PLSD) will use this grant to pay for the recent purchase of the Gluth property, located in the City of Pewaukee. The parcel is 30.67acres, including 26 acres of wetland and 4.67acres of upland woods and prairie. The parcel is primarily located in the shoreland zone of Pewaukee Lake. A tributary to Pewaukee Lake runs through a portion of the parcel. The PLSD will manage the invasive species (primarily buckthorn) through yearly cutting and herbicide treatment. The prairie will be expanded by mowing and seeding. The prairie will also be maintained by periodic controlled burns. The parcel will be used as an educational classroom by the local school district. Posts will be installed on the perimeter of the property to prevent filling of wetlands by adjacent landowners. A trail will be maintained on the property for controlled access. The PLSD hopes to install habitat improvements on the Pewaukee Lake Tributary to improve northern pike spawning. All maintenance and improvement activities will be the responsibility of the PLSD in accordance with the submitted Land Management Plan, dated December 3, 2012.

Lake Pewaukee Sanitary District: Acq-Lake Pewaukee Sd Property Acquisition: The Pewaukee Lake Sanitary District (PLSD) will use this grant to pay for part of the purchase of the Ogden property, located in the Town of Pewaukee. The parcel is 56 acres, including 50 acres of wetland and 6 acres of upland. The site is about a mile upstream of Pewaukee Lake. It contains a spring fed pond and has a class \201CA\201D trout stream, Coldwater Creek running along its southern border. Coldwater Creek flows about a half mile to Coco Creek, which then flow a half mile to Pewaukee Lake. The parcel borders other PLSD lands under protection.

The PLSD will manage an invasive species, buckthorn through yearly removal or cutting, with the goal to remove a minimum of \00BC acre per year. A prairie on the parcel will be maintained by periodic controlled burns at least once every 3 years. The parcel will be used as an educational classroom by the local school district, the Pewaukee River Partnership and the Pewaukee Women\2019s Club. A new wetland delineation will be completed within the first year of ownership. The District will install an asphalt or concrete pad in the upland \201Cbuildable area\201D on the northeast corner of the property to provide for recycling/composting of aquatic plants harvested from Lake Pewaukee. Permanent posts will be placed every 100 feet along the wetland on the edge of the \201Cbuildable \201Carea\201D by the composting site.

A barn will be removed within the first year and a house will be removed within 2 years of PLSD ownership. A small existing garage will remain on site for storage of machinery and tools.

All maintenance and improvement activities will be the responsibility of the PLSD in accordance with the revised Land Management Plan, dated December 31, 2013.

Town Of Delavan: Lmi - Delavan Town Park Bmp Project: The Town of Delavan is sponsoring a project to install Best Management Practices along an unnamed tributary to Delavan Lake that terminates in the Town Park.

Project final deliverables include: a copy of the final plans and specifications and a photo essay showing before and after pictures of each BMP element.
Specific project activities include: 1) development of design and final plans for the project; 2) installation of approximately 10 BMP elements along the unnamed tributary to Delavan Lake.

Special Conditions: 1) All data shall be entered into the SWIMS database; 2) Volunteer lists, equipment use lists and signatures shall be maintained for reporting in kind volunteer labor and equipment.

Village Of Summit: Lco-Shoreland Ordinance Development/Update: The Village of Summit intends to update the existing shoreland ordinance to meet the revised standards of NR 115. The Village is proposing to create a separate Village floodplain ordinance. The Village is also proposing to combine the shoreland ordinance and current Village zoning code. The Village will identify representatives from the four lake management districts and several lake associations to assist in the ordinance review. Draft documents will be reviewed by Village staff and officials. Updates will be provided to the public during regularly scheduled public meetings. The project deliverables include 1) minutes and advertisements for the public informational meetings; 2) maps of the updated shoreland jurisdictional boundaries; 3) maps of groundwater recharge areas; 4) a new Village floodplain ordinance and 5) a new combined shoreland ordinance and zoning code. The process of updating the documents is expected to take one year from grant approval.

Waukesha County: Acq-Willow Springs-Neubert Property Acquisition: Waukesha County proposes to acquire the 9.7 acre Neubert property, located on Spring Creek - Fox River tributary. The purchase will include approximately 1,000 feet of lake frontage and help insure water quality to Willow Springs Lake. This grant will also maintain wetland and the wildlife habitat and to develop public information programs.

Wind Lake Management District: Acq-Wind Lake Land Acquisition-Duve Property: The Wind Lake Management District will acquire 58.278 acres of tiled, drained, and cropped land in the vicinty of Big Muskego and Wind Lakes for wetland restoration and lake protection purposes. Long term goals for this property include constructing wetland cells through wiich discharges from Big Muskego Lake would be directed, and allowing as much public access as possible to the property without jeopardizing the wetland complex.

The Nonpoint Source Pollution Abatement Program will fund 50% of this land Acquisition project.

Wind Lake Management District: Lmi-Wind Lake Alum Treatment: The Wind Lake Management District will conduct an alum treatment program for Wind Lake in Racine County.

Amendment #1 includes the coverage of the up stream area called Bass Bay which will directly affect Wind Lake.

Wind Lake Management District: Acq-Wind Lake Guhr Acquisition: The Wind Lake Management District intends to acquire the Guhr property (approx. 21 acres) and the Schweitzer property (approx. 57 total including 4 ac. easement) for lake protection benefits associated with Wind Lake in Racine County.

Walworth Cnty Land Use & Res Mgt: Lake Community Planning Inventory-Walworth Co.: The Walworth County Land Use and Resource Management Department will develop a survey to send out to 99 units of government and lake associations in Walworth County that are directly involved with the 36 lakes in Walworth County. The survey will inquire about institutional tools, laws, ordinances, studies and educational programs that currently exist or are needed. The project deliverables include a copy of the survey and the final report containing the analysis of the completed surveys.

Big Muskego/Bass Bay P & R District: Big Muskego/Bass Bay Rate Of Phosphorus And Nitrogen Release: The Big Muskego/Bass Bay Protection and Rehabilitation District proposes to study the impact of the Big Muskego Lake drawdown on the rates of nitrogen and phosphorus release from lake sediments. The Department of Natural Resources will be provided with a paper copy and an electronic copy of the final report summarizing the project results. Information about the project will be disseminated to the public by summary report mailing, public meeting, and newsletter mailing.

Lake Denoon Advancement Association: Lake Denoon Usgs Water Quality Monitoring: Water quality monitoring by the U. S. Geological Survey 5 times a year for six years, 1991 to 1996. Purpose is to monitor the impacts of development around the lake and ascertain the effectiveness of newly placed siltration ponds. Lake associationmembers will take weekly lake-stage readings and report these to U.S.G.S. personnel. An annual progress report will be submitted after each year of monitoring. Project includes preparation of a final report and a presentation to the public where copiesof the report will be available. Information will also be dispursed through press releases, report mailings, and posting of the results in the Muskego City Hall and the Public library. Data reporting format is to be worked out in consultation with BobWakeman, DNR district contact. Project results will be reposited at the City of Muskego, Wisconsin.

Lake Denoon Advancement Association: Lake Denoon Watershed Stormwater Management Planning: Create a stormwater management plan for the Lake Denoon watershed; produce a report that identifies recommendations for stormwater mangement; produce a guide to assist managers in stormwater management decisions; draft language for a stormwater management ordinance.

City Of Muskego: Lake Mgt. Plan For Lake Denoon: The City of Muskego will hire a contractor to conduct a plant survey and update the aquatic plant management plan for Denoon Lake. The plant survey will be a point intercept survey with the number of points to be generated by DNR science services. The lake will be sampled in mid-summer. The final report will contain the following elements: 1) Results of the points sampled, including sediment type found and maximum rooting depth; 2) Results of a general lake survey to map general plant beds, map localized plant beds, map species distribution, summary tables and a list of plant species found; 3) Individual maps of species distribution for the top 5 native species found as well as Eurasian water milfoil and Curly Leaf Pondweed; 4) Review of existing conditions of the watershed, identify and quantify potential point and nonpoint sources of pollution; 5) Results of WILMS and UAL modeling; 6) Results of a recreational use survey; 7) An aquatic plant management plan that meets the requirements of NR 109.09; and 8) Minutes from one public meeting regarding aquatic plant issues.

The DNR will be provided with two paper copies and an electronic copy of the final report.

Town Of Richmond: Lorraine Lake Eurasian Watermilfoil Weevil Study: The Town of Richmond, Walworth County proposes to evaluate the effect of the supplemental enhancement of weevil populations as a selective aquatic plant management technique to control Myriophyllum spicatum. Project activities will result in a field evaluation of experimental weevil stocking, a status report and presentation to the lake group, and a final report including feasibility recommendations. The Department of Natural Resourcese will be provided with a paper copy and an electronic copy of the final report. City Of New Berlin: Linnie Lac Sociological Survey & Sedimentation Study: 1) Conduct a public opinion survey of lake property owners and residents.2) Conduct a survey of the lake bottom to assess sediment deposition.3) Conduct an assessment of opportunities for future public access.4) Disseminate information to the public through public meetings, newspaper articles, and summary report mailings.

Big Muskego/Bass Bay P & R District: Big Muskego Lake Phosphorus Release & Sedimentation Study: The Big Muskego Bass Bay Lake District proposes to seek information relating to existing conditions with respect to phosphorous release from bottom sediments and the factors affecting the re-suspension of nutrients and sediment. Project activites include1) construct or purchase and temporarily install 8 limno corrals 2) conduct water quality monitoring biweekly for 14 weeks within the 8 limno corrals and one reference site, 3) information will be disseminated to the public by public meetings. Projectresults will be reposited at the City of Muskego Library.

Little Muskego Lake Association: Little Muskego Lake Watershed Inventory: Entire watershed inventory by the Waukesha County Land Conservation Committee and an independent contractor. Project will include land use inventory using new aerial photographs, past and present in-lake monitoring data, WIN model; recommendation oflands for preservation and conservation; updating of Lake Use Report No. FX10-Little Muskego Lake; weekly bacteria sampling at inlet and public beach during spring and summer; publication and distribution of final report. Format for data reporting is tobe worked out in consultation with DNR district contact. Information will be disseminated to the public by public meetings and local newspaper articles. Project results will be reposited at the Muskego Library and City Hall.

Little Muskego Lake P & R District: Little Muskego Lake Usgs Water Quality Monitoring: USGS will analyze 5 years of lake monitoring data that it has collected and produce a summary of results which will be sent to DNR. Information will be disseminated to the public through newsletter mailings, public meetings, summary report mailings, andby submitting a report to the North American Lake Management Society for publication.

Little Muskego Lake Association: Little Muskego Lake Sediment Analysis And Water Qual Educati: 1) Prepare and distribute a public informational packet on lake water quality and recreational issues. 2) Gather information on land parcels proposed for acquisition by the Land Conservance Trust. 3) Conduct sediment sampling and analysis. 4) DNRshall receive copies of the final report. 5) Information shall be disseminated to the public by newsletter, fact sheet, and public meeting. The final report will be reposited at the City of Muskego Public Library - City Hall.

Little Muskego Lake P & R District: Lake Management Plan Update And Workbook Development: This grant will update the existing lake management plan, develop a workbook for pontoon classrooms, conduct pontoon classrooms and provide mailings to district members (both lake newsletters and invasive species information). The project deliverables will be the following: 1) An updated lake managment plan containing updates of water quality monitoring and a remapping of lake watershed land uses; 2) a workbook for pontoon classrooms; 3) copies of newsletters and a sample of mailings sent to all residents and 4) a summary report of the accomplishments of the pontoon classrooms (2 to be conducted). Two copies of each project deliverable must be provided to the Department before final payment.

Tri-Lakes Conservation, Inc.: Kee-Nong-Go-Mong Usgs Water Quality Monitoring: Continuation of USGS water quality monitoring program for 1991 through 1996. Sampling to be conducted 5 times a year. An annual progress report will be submitted at the end of each monitoring year.Information will be disseminated to the public by a publlic meeting.

Town Of Norway: Kee-Nong-Go-Mong Lake Watershed Stormwater Mgmt Planning: The Town of Norway proposes to conduct stormwater managment planning for the Kee-Nong-Go-Mong Lake watershed. Project elements include a summary of watershed natural resource and land use data, hydrologic and hydraulic analysis, pollutant load modelling, and analysis of future water quality and quantity problems, farmland and highway runoff problems, and streambank erosion, as described in the project application. Project activities will result in an evaluatino of alternatives and recommendatiosn for specific flood and drainage control measures for agricultural, residential, and commercial areas. The Sponsor will prepare a final report of the project including the results of the above activities. The results of the project will be disseminated to the public by public meeting and local newspaper article. The sponsor will provide the Department of Natural Resources with a paper copy and an electronic copy of teh report.
